Public Safety’s Role in the Shopping Center

The function of King of Prussia Mall’s Public Safety Department is to safeguard merchants, shoppers and mall property through the prevention of criminal activity and the creation of a safe retail environment.

The Public Safety Department is responsible for the prevention of criminal activity within the common areas and adjacent property of the mall. Criminal activity occurring within a merchant’s leased area will be the responsibility of the merchant. The Public Safety Department is additionally responsible for the detection of safety hazards and the response to personal accidents and medical emergencies.

Portable Defibrillators (AED) and Oxygen application units are available in the following locations: The Plaza (Guest Services, near Rite Aid), The Plaza (Guest Services, near Lord & Taylor), The Plaza (Lower Level Food Court), The Court (Guest Services, near Bloomingdales), The Pavilion (near Five Below). Public Safety, Mall Management, and Utilities/Facilities personnel are trained to use these devices in an emergency medical situation as ambulance and professional assistance is en route.

Public Safety and Mall Management MUST BE NOTIFIED if a merchant is holding an in-store event that is either before or after mall hours. Arrangements must be made for mall entrances to be monitored, left opened after mall hours, etc. Public Safety must be present at these before/after hour times. Merchants may be required to hire the services of the Public Safety Department for such events. Merchants must also notify Public Safety and Mall Management if a famous celebrity/designer will be coming to your store, as traffic and crowds may become a problem in the center.

Retail Theft Guidelines

Due to legal guidelines placed on the Public Safety Department by the judicial system, Public Safety Officers have NO LEGAL BASIS OR POWERS of arrest regarding retail theft. As a result of these guidelines, it is the responsibility of the merchant to apprehend and prosecute individuals engaged in retail theft.

For any incident of retail theft, it is imperative that the theft be witnessed. In addition, if the suspect leaves the store, an individual from the store will need to keep visual contact to ensure that the individual does not drop or pass off the merchandise. Remember to keep a safe distance between yourself and the person you are following and if possible, maintain contact with your store so that they can relay your location to Public Safety.

Should you detect a shoplifting incident in progress, immediately call Upper Merion Police at 610.265.3232, and then contact Public Safety at 610.265.7695 to respond to your establishment as a uniformed presence until the police arrive.

Should you observe suspicious persons, contact 610.265.7695 and request Public Safety. Upon calling, state the location and name of the store you are calling from, and inform the dispatcher that you would like a "walk through." A Public Safety Officer will then come to your store and provide a temporary presence to deter the suspicious person.

It is the role of the Public Safety Department to maintain high visibility through a uniformed presence, which will ultimately lead to crime prevention and the displacement of shoplifters. In order to be effective, teamwork and communication must exist between merchants and Public Safety.

N.O.R.A (Need Officer Right Away)

In the event that there is an immediate need for Public Safety’s presence in your store, and you want to request immediate assistance without advising the suspect, call Public Safety, tell them your store name and ask for NORA (Need Officer Right Away). In an instance where either time is critical, or you do not wish to have the reason for your call heard, please request NORA.

Vehicle Jump-Starts

Public Safety mobile units can assist with jump-starting a vehicle with a dead battery. The Public Safety Department does not use jump-start cables, rather the mobile units are equipped with portable jump-start boxes. For each jump-start performed, the owner of the vehicle must sign a waiver before the jump will be provided.

Escorts

The Public Safety Department is available to provide escorts to employees/patrons twenty-four hours a day to further ensure the safety of everyone in the complex. To request an escort, contact 610.265.7695 at any time. If a phone is not available to you, please stop at the nearest Customer Service Center and request that Public Safety respond to your location for an escort.

Safety Hazards

In the event a safety hazard is detected in the common area or adjacent to mall property, contact 610.265.7695 and request Public Safety. The Public Safety Department will notify the proper entity to correct or repair the hazard.

Watch Box Program

A Watch Box has been installed in each merchant retail space (looks like a caller id). The Watch Box is a one-way communication tool to notify all merchants of an event or occurrence. Examples would be a lost child, followed by a description of the child; a report of a stolen credit card or the mall closing due to inclement weather. It is imperative that this unit is placed in an area where your associates will hear the tone or see the flashing red light, indicating an incoming Public Safety alert. If the unit is placed in an area that is not frequented by your associates, the effectiveness of this program is greatly reduced. If you experience any problems with the Watch Box, or require further information, please notify Public Safety immediately.

Mall Watch Program

The mall has established a Mall Watch program by inviting all merchants to report any suspicious activity and help each other maintain a safe environment. Each merchant is encouraged to look for unattended packages, suspicious persons in the parking areas or back hallways, and other behavior that is out of the ordinary. All incidents should be noted and reported. Your responsibilities are to be alert, report suspicious activity, and be aware of your surroundings. Detailed descriptions of suspect and/or vehicle should be reported to Public Safety at (610)265-7695. For police assistance, a crime in progress, or other emergencies, please contact the Upper Merion Police Department at 610.265.3232 or dial 911.

Lost Children / Adult Guests With Disabilities

Occasions arise when children and mentally impaired adults become separated from family members. In the event this occurs in your store, call and request Public Safety at 610.265.7695.

The Public Safety Department will obtain all pertinent information and have periodic announcements for family members made on the public address system. If family members are not located within ten (10) minutes, the individual will be taken to the closest Customer Service Center or to the Public Safety Office.

Lost & Found

Any lost & found articles located by merchants or shoppers can be secured at the Public Safety Office. Any inquiries pertaining to lost and found property can be made by calling Public Safety at 610.265.7695.

After Hours Notification

Store employees periodically remain in their establishments after mall closing to conduct inventories, store meetings and other store activities. When these situations arise, merchants are required to notify Guest Services prior to mall closing. Merchants are to provide the store name, name of employees and estimated time of departure. Guest Services Associates will log this information for the Public Safety Department in the event an emergency situation arises requiring medical assistance or mall evacuation. It is imperative that merchants comply with this procedure for their own safety.

In the event of an emergency, call Public Safety Dispatch at 610.265.7695. A Dispatcher is available twenty-four hours a day.

Evacuation Procedures

In the event of a fire or emergency evacuation, all stores will be notified via the Watch Box and Public Address System in the mall. Public Safety Oficers, and any available Mall Management will be strategically placed throughout the mall to assist with proper evacuation procedures.

Each store manager should have in place a store specific evacuation plan. This plan should be rehearsed with each of your employees prior to any emergency. After the evacuation all employees should meet at one of the assigned staging areas listed below:

The Plaza A – Parking lot pole 46 (adjacent to Wachovia Bank)
The Plaza B – Parking lot pole 11 (adjacent to Sullivan’s Steakhouse)
The Court C – The Overflow Lot (Next to Wachovia on Rt. 202)
